Safe Driving Limits for Snow Plow Operations

The major tasks of the project are listed below: Task 1. Perform a national survey of state departments of transportation (DOT's) that commonly engage in snow plow operations. Are policies available? What are their guidelines? (Phone and web survey). Task 2. Perform a national survey of contract documents that center around snow plow operations and driver limits. Federal, State, County, City. What are their contract requirements. (Virginia and others). Task 3. Perform a Phone/Survey Monkey Survey of Utah Department of Transportation (UDOT) employees (Station Supervisors, Area Supervisors, District Engineers, Others), to identify locally prevalent practices. Identify common exceptions encountered. Identify employee recommendations. Task 4. Identify comparisons between over the road trucking, local trucking and operator requirements and guidelines. Identify what characteristics are critical to setting driving/operation limits. Task 5. Summarize data into a final report and presentation for the District Engineers monthly meeting. Task 6. Make presentation and recommendations based upon solid research and comprehensive data collection. Task 7. Additional literature searches as required to provide competent research and solid recommendations based on industry standards and examples. (Clear Roads may be a good source for many contacts and existing research). The expected results from the research include: (1) summarize industry best practices, both commercial and government; (2) characterize aspects of snow removal operations that were considered in making the recommendation; (3) develop a draft policy for UDOT consideration; and (4) prepare a report and Presentation for the Project Champion to present to the District Engineers Monthly meeting.
